**PURPOSE**The ICRC’s regional delegation (RD) in Mexico covers Mexico and Central America. These activities include protection and assistance actions in favour of migrants, internally displaced persons, people who are separated, missing or dead as well as communities affected by armed violence. Under the supervision of the Mexico’s Delegation Migration and IDPs Regional Coordinator (CoMIG/IDPs), this officer will be the focal point for the Digital Humanitarian Platform in all its phases: deployment, implementation, monitoring and evaluation initially in Honduras and Mexico (possibly in El Salvador and Guatemala).The role of the Delegate is currently envisaged for a period of 12 months (during the pilot phase) but could be extended depending on the results and impact of the Digital Humanitarian Platform on the field.This new Digital Humanitarian Platform aims to deliver the following humanitarian services to people in the region:- access contextual information as aid;- access specific information of humanitarian services delivered by the ICRC, NS, relevant CSO and government;- to secure and retrieve a digitized copy of personal documents;- to register their contacts and communicate securely with them.**ACCOUNTABILITIES AND RESPONSIBILITIES****Some responsibilities during the initial/development phase will be**:- Develop a work plan identifying key locations, organizations and requirements for deployment.- Coordinate the recruitment process for the required staff and/or volunteers responsible of the implementation of the work plan.- Design and carry out a consultation process to request authorization of all service providers currently in the “mapa de autocuidado” to be included in the Digital Platform.- Coordinate the digitalization of the information in the “mapa de autocuidado” to be included in the Platform.- Contributes to the identification of the risks, metric of success, and resources required at field level to support the deployment of the Platform and its related services.- Contribute to produce the RD working procedures.- Assist the DTD Challenge team with the purpose of improving/simplifying the business and data workflows/processes for its users but also for the staff supporting the platform users and defining the Key Performance Indicators (KPIs) to be measured during the deployment of the Platform and its related services.- Assist the DTD Challenge team in testing and improving the mockups, prototypes, User Interfaces of the Platform, as well as design presentations, videos and a variety of communication materials required for the Platform Challenge Team to promote and communicate about the Platform’s MVPs (Minimum Viable Products) and engage its audience.- Contribute to the development team as ‘user’, replying to specific questions about the usage that require regional knowledge and support the testing of the app/site features before deployment.**Some responsibilities during the field deployment phase will be**:- Lead the deployment of the Platform and the integration of its related services into the operational response of the RD.- Oversee, train, coach and support the hired staff/volunteers in the field to support the deployment of the Platform end users and its related services.- Provide directly and indirectly support to end users (help people use the app, upload document, resolve issues, etc.).- Manage users’ rights at local level (for instance, provide/remove account for staff/volunteers so that they can help the target population).- Coordinate and oversee the use of the app/site; development and upload content (info as aid) that would be prepared under the supervision of protection specialists; check that no illegal documents are uploaded in the digital vault, oversee the retrieval of documents at key locations or with partners to avoid potential fraud.- Contribute to update the RD working procedures.- Organize surveys and interviews of end users of the Platform and make practical recommendations to improve the design / interface of the MVP and to improve the services delivered by the platform.- Contribute to the report and recommendations related to the pilot of the Platform and its related services focusing on the service delivery.- Contribute to assessing the requirements to scale up and deploy the solution and its related services for a larger audience / to the rest of the region if needed.- Ensure best practice is adhered to in terms of data entry and management in general.**PEOPLE MANAGEMENT RESPONSIBILITIES**Engages in ongoing and continuous feedback and support for different colleagues.Participates in regular meetings within the team to ensure optimal coordination of the work and proper flow of information.**PROFILE****Certifications and Education required**- University degree.- Fluent level of English and Spanish.- Computer proficiency.**PROFESSIONAL EXPERIENCE REQUIRED**- 4-6 years’ overall professiona
