Cost Manager – Residential & Hospitality Development

REQUIREMENTS Rockwater is seeking a proactive, detail-oriented Cost Manager to work across Rockwater Homes & Rockwater Developments. This is a client-facing role with fast-track potential to senior management for the right candidate. You will play a key role in delivering high-end hospitality and luxury residential projects in Baja Sur, working alongside an experienced, multidisciplinary team.  The ideal candidate is a self-starter with a deep understanding of cost control, exceptional analytical skills, and a genuine interest in leveraging technology to improve workflows and reporting systems.  KEY RESPONSIBILITIES  Budget & Cost Estimating: Lead High-level parametric budget production using company formats Manage the development of cost estimate production at each stage of the design process up until Construction documents, when a detailed BOQ ‘Catalogo de Conceptos’ will be produced using Neo Data or Opus Produce and maintain up-to-date unit prices & unit price breakdowns. (Precio Unitarios y Matrices de Precio Unitario)  Identify value engineering opportunities throughout design and construction Procurement: Prepare comprehensive bid packages and scope documents  Manage bidding process, responding to contractor queries, level bids and conduct commercial comparisons  Review, check, and approve all prices received, ensuring best value has been achieved Contract & Construction: Support Senior Construction Manager in the production of Contract Documents Review and approve unit prices and change orders Review and approval of estimations for progress payments General administrative assistance as required to Senior Construction Manager Cost Reporting and tracking Final Account Agreement & Close Out Candidate: 6–8+ years of experience in Cost Management, preferably in the luxury homes or hotel market  Familiarity with Power BI or willingness to implement data-driven reporting solutions is highly desirable  Strong proficiency in Microsoft Excel, Neo Data or Opus, Autocad & Microsoft Office Strong verbal and written communication skills; comfortable representing ownership in high-level meetings and negotiations Fluency in English and Spanish required Strong local knowledge of Baja California Sur construction market, vendors and pricing norms
