Summary The HSSE Lead will be responsible for leading and delivering a comprehensive Health, Safety, Security, and Environmental (HSSE) management service that supports the objectives of HMH’s operations in Veracruz. This role ensures compliance with legal and corporate requirements, drives continuous improvement in HSSE performance, and fosters a proactive safety culture across all projects and office activities. Job Responsibilities Provide a day-to-day HSSE management service to the Veracruz HMH site that is effective and suitable to support company objectives. Ensure the HSSE management service remains effective through the management of competent personnel and resources. Deliver regular, reliable reports and data to monitor HSSE performance and support informed decision-making. Identify and promote opportunities for HSSE performance improvement across all operations. Ensure HSSE requirements are consistently understood and implemented across all projects and personnel. Maintain technical integrity throughout all project stages via the development and implementation of HSSE systems and programs. Provide HSSE compliance assurance and project support aligned with business activities and company goals. Oversee the implementation of scheduled HSSE compliance assurance and training services across office locations and designated projects. Lead the day-to-day management of HSSE for all business activities and projects. Take full leadership responsibility for all aspects of HSSE, including objectives, schedules, plans, resources, documentation, file structures, HSSE Management System (MS) implementation, ISO 14001 & OHSAS 18001 compliance, legal compliance, and incident response/investigation. Implement, review, and monitor the HSSE Management System. Direct and manage HSSE personnel on a daily basis. Develop and apply hazard identification and risk assessment strategies to reduce risks to ALARP (As Low As Reasonably Practicable). Maintain daily working relationships with the HSSE team, line management, subcontractors, and clients to ensure compliance with HSSE policies and legal requirements. Contribute to the HSSE lessons learned forum and communicate findings where appropriate. Manage the HSSE component of the action tracking system. Conduct HSSE MS audits, recommend corrective actions, and follow through on areas for improvement. Develop, coach, and mentor internal HSSE auditors to ensure consistency across all projects. Monitor the implementation of HSSE compliance assurance and training components of the HSSE MS. Coordinate the delivery of compliance activities where gaps are identified. Ensure HSSE requirements are communicated and verified through meetings, inspections, monitoring, and audits. Lead investigations of major incidents and high-potential near misses. Oversee the implementation of HSSE compliance assurance programs. Supervise the development and continuous improvement of the HSSE MS. Ensure HSSE objectives, policies, and procedures are cascaded and implemented across all projects. Qualifications: Bachelor’s degree from an accredited university or college in a related field (e.g., Engineering, Environmental Sciences, Occupational Safety). Proven managerial experience in the Oil & Gas industry or similar high-risk sectors. Strong multitasking and time management skills. Excellent written and verbal communication skills. Bilingual: English and Spanish. Experience with HSSE management systems (OHSAS 18001 & ISO 14001). Certified Lead Auditor with experience in internal audits and certification processes. Experience in reviewing and updating HSSE policies and documentation. Proven ability to reduce risks and environmental impacts to ALARP for high-hazard operations. Experience in developing management systems aligned with legal and other requirements. Ability to identify objectives and targets, advise top management on resource needs, and ensure implementation of programs to achieve goals. Experience influencing senior leadership to enhance HSSE risk management effectiveness. Responsible for managing HSSE training systems and teams; certified trainer in health or security topics. Experience in corporate-level crisis management and emergency response planning. Proven ability to monitor, review, and improve HSSE performance at the corporate level. Strong understanding of legal compliance and regulatory frameworks. Ability to lead investigations of major and serious incidents. Ensure resources are allocated for corrective/preventive actions and that improvements are institutionalized. Manage HSSE records in accordance with documentation control procedures. Lead effective management reviews of the HSSE MS and communicate outcomes across the organization. Desired Characteristics: Proven HSSE experience in plant sites or similar industrial environments. Ability to implement revised HSSE documentation following regulatory or operational changes. Ensure safe working conditions under extreme weather and communicate proactive risk mitigation measures. Demonstrated leadership in driving organizational safety culture transformation. Experience conducting health impact assessments. Lead investigations of serious security incidents and maintain relationships with law enforcement and regulatory bodies.
